Needs Assessment Minutes October 31, 2005

The Needs Assessment Committee met via conference call to discuss timelines for conducting a new needs assessment.

The meeting was called to order at 1:06 p.m.

Mr. Hamilton discussed the agenda, to think about setting timelines for the process and when the assessment should be fully completed by, as well as enlisting help from the Epidemiology department at the School of Rural Public Health to perform the analysis to save funds.

A question was raised regarding the council's current spending, and because it is below where it should be, if there are funds to pay someone to perform the analysis and for conducting the assessment. [An updated Planning Council budget will be in packets at the November 15 CTHPC meeting].

Because the SCSN program currently operated by Texas Women's University is going to be closed, the committee questioned whether to proceed with any action at this point until further advice from DSHS is received. The committee would like to receive official guidance from DSHS on how to proceed, whether to use the SCSN tool, to wait for a new tool, etc... Mr. Hamilton will be meeting with representatives from DSHS at the end of the week and will address this with them.

The committee has decided to postpone further action on the needs assessment until receiving clarification from DSHS.

ARIES Update: 10-31-05

This update includes: information on client identifiers, hurricane evacuee reminders, sending error reports, permissions, Spanish language ARIES client consent form, and user questions.

Client Identifiers:
- When entering new clients, obtain their name from a drivers license or other legal document if possible. I know that everyone has clients they have been seeing forever that go by nicknames, abbreviated versions of their names, etc... be sure that you are entering their legal full name in ARIES.

- Do not use words such as unknown, uk, zzz, etc in place of a client's middle initial or mom's maiden name. This is contributing to the presence of duplicates in the system. If the client does not know their MMN and there is no possible way to obtain it you should use the client's last name. If a client does not have a middle initial, do not enter one - it is not required to progress in ARIES.

Hurricane Evacuee Clients:
I know that everyone has heard the instructions for hurricane evacuee clients multiple times, but be sure that you are entering the client's pre-hurricane address as their residence (e.g. Louisiana) and their Texas address as the mailing. This rule is in effect until further notice, so do not change any permanent addresses (even for clients who are now residing permanently in Texas) until we get the go-ahead from DSHS. Also, make sure you are entering a cost for each service the evacuees received at your agency.

Sending Error Reports:
ARIES error reports can be emailed or faxed to me. Before doing either, be sure to click on the 'More Detail' link on the error screen.
To email, press the "PrtScn" button on your keyboard when you are at the error screen. Doing this automatically creates a screenshot. Open your paint program (or whatever you prefer) and past the image (Ctrl+V) into the program. Save the image and email it to me as an attachment. If you are more comfortable faxing, simply print the error screen and fax it along with a description of what you were doing at the time to 979.595.2815.

User Permissions:
As I mentioned last week, user permissions were tightened recently. If you make a mistake entering any client identifiers (name, MMN, DOB, gender, etc), you will need to contact me to fix it. Do not email me any client names or identifying information or leave client information on my voicemail - send me an email letting me know you need a change and I will call you to make the change over the phone.
If you have noticed that you are now unable to complete part of your job because of the permission changes, contact me and we'll discuss your situation.

Spanish Language ARIES Client Consent Form:
The Spanish translation of the ARIES Client Consent Form is indeed on its way. The translation has been completed and is being finalized here at BVCOG.

Recent User Questions:
Q. If a client chooses to share their information in ARIES, is the information accessible to any user at any other agency?
A. No. Client data that is shared is viewable only at agencies where the client is enrolled AND has been entered in ARIES as a client of that agency. For example, a staff member in Bryan would not be able to look up a Waco client unless that client is established as a Bryan client AND has agreed to share their information.

Q. My agency's current State Services unit cost is not correct -- shouldn't this be changed to reflect the new contract?
A. The current State Services unit costs in ARIES reflect the State Services contract that went into effect Sept 1, 2005. The new 12 month SS contracts have not been issued, but any unit cost updates needed will be made once they are.

Q. When I try to enter 2 prescriptions on the Service Entry screen on the same day ARIES tells me I am entering a duplicate record -- but I am not. What should I do when this happens?
A. This is a safeguard currently in ARIES. If you know that the record you are entering is not a duplicate, just click 'yes' and proceed with the entry.

Austin HSDA: down 5.00%
Bryan-College Station HSDA: up 1.56%
Concho Plateau HSDA: down 3.87%
Temple-Killeen HSDA: up 0.16%
Waco HSDA: up 1.91%

Medicare Part D Seminar

Please see the PDF document regarding a presentation about Medicare Part D. This will be presented by Dwayne Haught with the Texas HIV Medication Program and is targeted specifically to HIV providers, so this should be very beneficial to those of you providing direct client services or if you're just interested in how this will affect clients on THMP. The seminar will be November 10 from 1 p.m. to 3:30 p.m. at the Texas Department of State Health Services, 1100 West 49th Street, Austin, TX 78756. The seminar will be in lecture hall K-100.

Membership Minutes October 17, 2005

The Membership Committee met on October 17, 2005 at 1:00 p.m. to review candidate applications and recommend applicants to council, review the attendance record, and discuss committee assignments of the new members.

Members Present: Christine Harris*, Dennis Nelson, Jerry Oliver

BVCOG Staff: Christopher Hamilton

The meeting came to order at 1 p.m.

All committee members present for the call reviewed the summary of the applicant. All recommend her for approval by the Planning Council. Mr. Benfer was not present on the call, but relayed his approval of the candidate to Mr. Hamilton prior to the meeting. Based on her application, she will be asked to sit on the Allocations Committee, if approved by the Planning Council.

Mrs. Harris discussed mentoring new members to the Planning Council. She has already contacted senior members to mentor the new members that were voted in at the October 11 CTHPC meeting She asked for any suggestions along the way to improve the mentoring process.

The committee then discussed the committee assignments of the new members.
David Cooper (Concho Plateau HSDA) will be asked to sit on the Allocations Committee. Tony Matcek (Bryan-College Station HSDA) will be asked to sit on the Needs Assessment, Comprehensive Planning, and Consumer Group committees. Robert Holtman (Bryan-College Station HSDA) will be asked to sit on the Needs Assessment, Allocations, and Consumer Group committees.

Lastly, the committee reviewed the attendance record of the CTHPC meetings. Mrs. Harris inquired about attendance records for committee meetings. Since the by-laws do include committee meeting attendance as part of membership requirements, Mr. Hamilton will begin to keep a roster of all committee member attendance.

The meeting was adjourned at 1:15 p.m.

Executive Committee Minutes October 4, 2005

The Executive Committee met prior to the Central Texas HIV Planning Council meeting via conference call to discuss the agenda for the August Council meeting.

Committee members present: Parker Willson (Chair-elect), Christine Harris, Eric Todd, Rita Castro

BVCOG staff present: Crystal Crowell, Christopher Hamilton

Mr. Willson called the meeting to order at 10:10 a.m.
The committee reviewed the draft agenda. The committee approved the agenda.

Mr. Willson reminded everyone that the meeting this time will be held at the Wright House, rather than the usual CAPCOG building. There was some confusion as to which location of the Wright House it will be held at. Mr. Hamilton will double check and resend directions and a map to the council.

The committee then reviewed the job descriptions. Ms. Harris wanted to clarify the point that BVCOG support staff are responsible for taking the minutes. The secretary is the official holder of the minutes. Mr. Willson asked if consumer group members will have a job description. Mr. Hamilton suggested that the Consumer Group discuss that at its meeting following the Planning Council meeting on the 11th. The committee approved the descriptions.

The last item of the agenda was for the committee to review the survey results from the last Planning Council meeting. There were no items that stood out as needing attention.

Mr. Hamilton reviewed the schedule for the allocations public hearings (San Angelo on October 19, Austin October 20, Bryan October 24, Temple October 26, and Waco October 27).

Ms. Castro made the suggestion that the December meeting be moved to November because attendance at December meetings is usually less than normal due to holidays. The council will discuss at the October 11 meeting. Ms. Castro also suggested that an SCSN update be added to the agenda.
