Below is the 2007 HOPWA Manual from DSHS (MS Word). This manual will go into effect on February 1, 2008. Until then, the 2005 manual is still in effect.

The following files accompany the 2007 HOPWA Manual. The Income eligibility packet must be completed to see if a client is eligible for HOPWA. If so, they must complete the Enrollment packet. Also included is the 21 week tracking chart for STRMU, which assists agencies in tracking the number of days that a client has received assistance.

DSHS began revising the Payor of Last Resort policy sometime in 2006. After several publicized revisions, the final policy was adopted in June 2007. This later-than-planned adoption date has led to some confusion around timelines for implementing the policy's required elements. DSHS has therefore crafted a memo to help clarify expectations. Also included is DSHS' payor of last resort policy and waiver form, and BVCOG's revised subcontractor policies (which includes a payor of last resort policy)
